Bush OKs a step for repair of levees: He puts permit process on fast track but denies governor's request for new federal funds

President Bush arrived in the Bay Area on Friday with orders to his administration that could allow California to meet an ambitious timetable of repairing 29 eroded levees before year's end.
But Bush did not agree to declare the levee system a disaster area as Gov. Arnold Schwarzenegger wanted, nor did his offer of help include any additional federal money for repairs, drawing criticism from state Democratic lawmakers.
