Dutch hold flood protection key; Experts discuss the future of the Sacramento-San Joaquin Delta

The answer to how California’s levees and flood control systems might need to be revived is a continent away.

In the Netherlands, which mostly rests below sea level, the Dutch have created a levee and flood protection system that has gotten the attention of engineers from around the world, including those in New Orleans. That nation’s dams, sea walls and surge barriers provide the country with about a 10,000-year flood protection, said Ray Seed, a professor of civil and environmental engineering at the University of California-Berkeley.
